In 2015 and 2016, DHM conducted comprehensive survey and focus group research that tracked community experiences with and perceptions of the Portland Police Bureau. We worked closely with the City of Portland and the COCL/COAB, bodies tasked with overseeing a settlement agreement with the U.S. Department of Justice regarding the Bureau’s use of force against individuals with mental illness. Our research design ensured that the survey was scientifically valid, and we made efforts to emphasize the perspectives of the African American and Hispanic communities.
