DHM partnered with Brink Communications on a multiphase study for the Bureau of Emergency Management to meet a primary goal of the Bureau’s 2017–2020 Strategic Plan: to foster connected and resilient neighborhoods through effective, research-backed messaging and best practices.

In support of this goal, DHM conducted a wide range of research: an audit of existing collateral and best practices, a telephone survey, an online survey, and focus groups with key audiences. The messaging and public outreach strategy Brink developed was backed by comprehensive data that identified Portlanders’ awareness of natural hazard risks, level of preparation for natural disasters, and potential barriers to greater preparedness, Our work included detailed analysis broken down by area of the city and demographic groups, and our report included recommendations for the Bureau to make effective use of limited resources to promote household emergency planning, preparedness, and participation in volunteer activities.
