In 2011, DHM worked alongside the Oregon Department of Transportation to lead the nation in road usage charging research. Our targeted research informed messaging and branding and laid the groundwork for ODOT to potentially implement a per-mile charge as a long-term replacement for volume-based fuel taxes.
We’ve continued this work as interest in road use charging has grown. In California, our research was instrumental in providing a deeper understanding of Californians’ perceptions of road use charging and informing the development of program features and communications. In Washington, we established a baseline of public opinion for the Washington State Transportation Commission’s research pilot project that launched in the fall of 2017, and our work has informed outreach for that project. Additionally, our research addressing privacy concerns around data collection is providing RUC West with communications strategies as it develops best practices for its member states.
